Updates on Cosmetic Regulations in North America (July)
US FDA Refuses Entry to 64 Batches of Cosmetics
In June 2025, the US Food and Drug Administration (FDA) refused entry to 64 batches of cosmetics from 16 countries.
The countries with the most refusals were India (16), Japan (12), Pakistan (6), and Mainland China (5). Skincare products accounted for the highest proportion, followed by hair products. The main reasons for refusal included failure to comply with new drug application requirements, non-compliant color additives, and labeling issues.
For products subject to refusal, if the responsible party fails to demonstrate compliance or provide a corrective plan, the FDA will issue a final notice, leading to re-export or destruction.
