EU SCCS Issues Final Opinion on Nano Hydroxyapatite
On July 1, 2025, the EU Scientific Committee on Consumer Safety (SCCS) published its final opinion on nano hydroxyapatite (SCCS/1677/25). Based on the data and evidence provided, the SCCS concluded that hydroxyapatite (nano) is safe at a concentration of 29.5% in toothpaste and 10% in mouthwash.
EU Updates Glossary of Common Ingredient Names
On July 10, 2025, the European Commission published Regulation (EU) 2025/1175, updating the Glossary of Common Ingredient Names for cosmetics and repealing Regulation (EU) 2022/677. The regulation will enter into force on July 30, 2025, and apply from July 30, 2026.
From July 30, 2025, to July 29, 2026, companies may use the updated ingredient names to comply with the labeling requirements under Regulation (EU) 1223/2009. The updated glossary includes 30,418 ingredient names.
EU Proposes Revisions to Standards for Key Ingredients
On July 16, 2025, the European Commission submitted notification G/TBT/N/EU/1146 to the World Trade Organization (WTO), proposing amendments to the EU Cosmetics Regulation (EC) No 1223/2009. The revisions cover multiple commonly used cosmetic ingredients, including benzyl salicylate, aluminum, DHHB, various hair dye agents, and preservatives. The consultation period will last until September 14, 2025, with adoption and implementation expected in the first quarter of 2026.
WTO Notified of Proposed Amendments to EU Cosmetics Regulation
On July 16, 2025, the European Commission submitted notification G/TBT/N/EU/1148 to the WTO, proposing amendments to the EU Cosmetics Regulation ((EC) No 1223/2009). The revisions involve the inclusion procedures for approved substances and optimize regulatory requirements for nanomaterials and CMR substances.
UK Revises Use Restrictions for Benzophenone-3 in Cosmetics
On July 21, 2025, the UK revised the use requirements for benzophenone-3 in cosmetics, setting a maximum concentration of 6% as a UV filter and 0.5% as a stabilizer. Products placed on the market before January 21, 2026, may continue to be sold until July 21, 2026.
