Updates on Cosmetic Regulations in Asia (June)
1. Indonesia Specifies Testing Parameters for Cosmetic Import Certificates
On June 3, 2025, Indonesia published a draft regulation on testing parameters and the Certificate of Analysis (CoA) required for cosmetic import certificates. The public consultation period has ended.
The draft lists mandatory testing parameters for the CoA, which is a critical document for obtaining the Import Notification (SKI). Required parameters include microbiological and heavy metal contamination, applicable to 20 types of cosmetic products.
2. Macau, China, Bans Import, Export, and Transit of Certain Mercury-Added Products
On June 16, 2025, Macau, China, announced a ban on the import, export, and transit of certain mercury-added products listed in the Minamata Convention on Mercury and its related amendments. These include cosmetics such as skin-lightening soaps and creams, with an exemption for eye area cosmetics where mercury is used as a preservative and no effective safe alternatives are available. The ban will take effect on January 1, 2026.
3. Indonesia Revises Documentation Requirements for Cosmetic Safety, Quality, and Efficacy Assessments
On June 18, 2025, Indonesia issued the final revision to the documentation requirements for cosmetic safety, quality, and efficacy assessments, effective immediately. The amendments cover general requirements, application submission procedures, assessment timelines, clarify submission entities and materials, introduce a "Fast-Track Assessment Channel" (for cosmetic ingredients meeting specific criteria), and specify timelines for常规 and fast-track assessment processes.
4. South Korea Strengthens Oversight of Directly Purchased Overseas Cosmetics
On June 19, 2025, the South Korean Ministry of Food and Drug Safety (MFDS) published a draft amendment to the Cosmetics Act and initiated a public consultation. The draft introduces safety监管 measures for directly purchased overseas cosmetics in response to growing concerns about cross-border e-commerce. Key revisions include public disclosure of harmful products, determination of inspection methods, and conducting comprehensive investigations. The public consultation period ends on July 30, 2025.
5. Taiwan, China, Revises "Safety Guidelines for Spray Cosmetics"
On June 23, 2025, the Taiwan Food and Drug Administration announced revisions to the "Safety Guidelines for Spray Cosmetics." The update primarily modifies precautionary statements or their equivalents required on the outer packaging, containers, labels, or instructions of pressurized and non-pressurized sprays.
