US California Proposes Adding 12 Acid and Alkali Substances to Candidate Chemicals List
On April 24, 2025, the California Department of Toxic Substances Control (DTSC) proposed adding 12 acid and alkali substances to the Candidate Chemicals List. These chemicals are widely used in personal care and cleaning products. The DTSC noted that these substances may cause skin burns, eye damage, and respiratory irritation, with some potentially having reproductive and developmental toxicity. Sensitive populations, such as children, beauty and hair care professionals, and cleaning staff, face higher exposure risks. The public consultation period has ended.
Canada Proposes Revision to Cosmetic Ingredient Hotlist
On May 14, 2025, Health Canada announced a proposed revision to the Cosmetic Ingredient Hotlist, intending to add three ingredients and revise requirements for four others.
US FDA Refuses Entry to 83 Batches of Cosmetics
In April 2025, the US Food and Drug Administration (FDA) refused entry to 83 batches of cosmetics from 14 countries.
The countries with the most refusals were Mainland China (17), Portugal (12), and Canada and India tied for third (9). Skincare products accounted for the highest proportion, followed by color cosmetics and hair products. The main reasons for refusal included failure to comply with new drug application requirements, color additives, and labeling issues.
For products subject to refusal, if the responsible party fails to demonstrate compliance or provide a corrective plan, the FDA will issue a final notice, leading to re-export or destruction of the products.
